	The answer is yes. While it's all fun and dandy to believe that people can control their own use, and the government is wasting money making criminals out of self destructive people, we know from history, that unless you prohibit drug use among the people, they gravitate towards it, and destroy themselves.
	The pen is mightier than the sword, and the database is mightier than the pen!
